The Government of J&K started first of its kind, eight days long Government – Public Interface “Back to Village”, programme on 20th of June 2019. In Anantnag, this ambitious programme was kick started under the supervision of the District Development Commissioner Anantnag Mr. Khalid Jahangir.
The programme was conducted in four phases in the district, consisting of two days each. Under phase 1st on 20th & 21st of June 2019, 68 Panchayat Halqas of three blocks namely Sagam, Breng and Larnoo were covered. Under phase 2nd on 22nd & 23rd of June 2019, 60 Panchayat Halqas of 03 blocks of Achabal, Shangus & Chittergul were covered. Similarly, under phase 3rd on 24th & 25th of June 2019, 134 Panchayat Halqas of five blocks namely Anantnag, Bijbehara, K – Pora, D - Pora and Pahalgam were covered. Likewise, under 04th & final phase on 26th & 27th of June 2019, 70 Panchayat Halqas of 05 blocks namely Vessu, Qazigund, Shahabad, Verinag & Hiller were covered. During the entire programme, the DDC Anantnag visited scores of Panchayat Halqas of various blocks of the district and took stock of the implementation of the “Back to Village” programme on ground. He interacted with the public, detailed them about the aims and objectives of the programme and took the feedback. He informed the public that the programme has been organised to bring the administration to their doorsteps for better governance, quick redressal of the grievances and ensuring the development of the rural areas. Department of Rural Development Anantnag headed by ACD Mohammad Aslam coordinated all the arrangements to ensure the successful and smooth conduct of the programme. He personally visited every block to oversee the arrangements put in place and facilitated all the stakeholders. Prominent among the Visiting Officers include Mr. Arshid Ayoub Special Secretary to Chief Secretary J&K, Mohammad Yaqoob Itoo Director General Budgets J&K, Director Finance Disaster Management Relief & Rehabilitation J&K, Zahoor Ahmad Wani, VC Srinagar Development Authority & LAWDA Sajad Husain Ganie & Director Fisheries Mr. R.K Pandita. The officerswent to their respective Panchayat Halqas, interacted with the general public, PRIs, civil society members, prominent citizens, members of Auqaf Committees, Students & other concerned and discussed with them the developmental scenario of the villages and took the feedback. They visited various government institutions, schools, health centres, banks, under execution works & other village Panchayats. They participated in all the activities including Gram Sabhas, constitution of Social Audit Committees, Reading of PMs Letter on water conservation, Inaugurations of developmental works, distribution of certificates, free gas connections & Job cards, cultural programmes, sports activities, departmental meetings and other such events. People from different fields of life participated in the programme and apprised the officers with their issues regarding developmental scenario of the villages and availability of basic essentials. They thanked the government for conducting such a unique programme to reach their doorsteps and to listen their demands and to address them. During the programme, the participants put forth various demands relating to Power, Water, healthcare, education, banking facilities, installation of transformers, construction of approach roads, supply of HT/LT, polls, issuance of marriage assistance, old age pensions, ration cards, registration of labourers, establishment of sheep and animal husbandry centres, registration of artisans, construction of playgrounds, conservation of water resources, proper implementation of central and state sponsored schemes, issuance of job cards, issuance of Horticulture Passbooks, infrastructures for schools and Anganwadi centres, to provide loan facility without seeking guarantee from the government employees and above all the consideration of demands and redressal grievances raised in the said programme in a time bound manner. The visiting Officers heard their demands with regard to overall development of the villages with keen interest and assured that they shall be taken up with concerned departments for quick redressal. All the departments performed their assigned tasks and made people aware about the schemes and programmes being implemented by them. Department of RDD, Social Welfare, Animal & Sheep Husbandry and other departments organised mega camps for conduct of on spot registration of beneficiaries. Department of Youth Services & Sports organised numerous sports events and distributed sports kits worth Rs 7 lac to the students. The Department of Rural development inaugurated around 500 new works including 80 playfields across the district. The Revenue Department distributed around 400 different types of certificates and attested around 1000 mutations on the spot. Departments also distributed publicity material about their schemes and programmes. The District Administration Anantnag has extended its gratitude to all the stakeholders particularly the general public, PRIs, Social Activists, members f Civil Society, visiting officers, District & Sectoral Heads of all the departments, frontline workers of all the departments, media and others associated with the programme for their valuable contribution in making the programme a great success in the district.
